If you have done all those things and explicitly told her how important her pussy is to you and how much it would upset you to lose those lips... and she STILL wants surgery, then she has deep rooted issues about her pussy or there is physical discomfort from having her lips...
Some kind of counseling is one option, unless it's a physical complaint she has.

If she won't talk to you openly about why she has a problem with her pussy, maybe you can encourage her to talk with one of the well endowed ladies here who have learned to love their lips.

It sounds like your wife has some very deep rooted psykological problems and I think that counseling can help. Have you told her that most men love large labia? It sounds like you have tried to do so much to help her and it hasn't changed a bit? What did she say when you showed her this web site? I feel your pain, my wife used to think that her pussy was ugly, but now she knows that I love it and that's enough for her.
